(you must be registered to see the steering committee group). Click on the "register" link (first agree to whatever terms are stated), and then fill in the first 4 fields (Username, E-mail, Password and Password confirmation), which are required. The others are optional. Go to the bottom of the page and click on the "submit" button.

In order to edit documents you must first log in (look in upper right hand corner: it says "log in / create account". Currently, the wiki is open to everybody (I have not restricted it yet). It is very unlikely that anybody will get involved with our bylaws.
You can find editing tips on the wiki. The original draft of the bylaws (with my own comments (Gordon's)) is accessible.
